All solicitors/businesses with whom IMPACT contracts must, after acceptance of the quote, meet the following criteria:
The entity must be registered/licensed to do business in the State of Ohio and in Good Standing.
The entity must be able to provide proof of Liability Insurance and a current W9 Tax Form
No bid or quotation may be accepted from any individual or company on the State of Ohio's debarment list.
RFQ submissions will be scored on: 1) Experience, 2) Price, and 3) Availability

Tuesday – Friday January 2-5, 2024 - Proposal review
Week of January 7, 2024 - Interviews if needed
Friday January 12, 2024 - Consultant selected
Monday January 22, 2024 - Work begins
Monday January 29, 2024 - Senior staff retreat – operationalizing the strategic plan session - afternoon
Friday February 9, 2024 - Board Retreat - time TBD
Scope of Contract Work
Standard Operating Processes (SOPs) are in place for all agency programs, inter-department referrals, operations, etc
Design metrics to measure adoption, utilization and fidelity to the SOPs
Assist agency to focus on accountability and ownership for all staff levels
Identify technological solutions to streamline processes
Review financial policies, procedures and forecasting to ensure alignment with strategic plan and change in funding (there has been a dramatic funding increase due to Covid funding and then a decrease in the Covid funding. Additionally, there is a dramatic increase in funding available for our energy related services. IMPACT want to make sure we are best aligned to access this funding)
Assess communication internally and externally
Essential Duties and Responsibilities (and framework of contract)
1. Implementation of Standard Operating Processes for the entire organization
a. Review all current SOPs
b. Determine where there are no department/program SOPs
i. Assist Departments in creating SOPs if needed
c. Assess fidelity to the SOPs
i. Design metrics to ensure fidelity to SOPs
d. Identify breakdowns in SOPs and provide solutions to eliminate breakdowns
e. Assess Board of Directors SOPs
f. Workflow maps created for all agency work and processes
g. Identify any technological solutions to improve workflows
2. Financial Process and Policy review
a. Review all financial policies and procedures
i. Assess fidelity to all policies and procedures
ii. Suggest improvements within CRF 200 E guidelines
iii. Assess financial software and make suggestions for improvements in efficiency and completeness
3. Communication Assessment and process implementation
a. Assess all internal communication processes
i. Identify communication gaps
ii. Assess organization cultural norms regarding communication
iii. Create solutions to address gaps/cultural issues
iv. Create metrics to help measure internal communication
b. Assess external communication
i. Review all external communication
ii. Provide methods to improve external communications
Minimum Experience
5 years analyzing organizational performance of similar organizations
Experience with nonprofit organizations and government funding
Operational experience in financial procedures and systems
Familiarity with CRF 200 E
Experience operationalizing strategic plans
Accountability scorecard creation and implementation
